In a large bowl, combine both flours, salt and sugar.

Add vegetable oil, stir. Dissolve yeast in warm water and pour into a bowl.

Knead the dough until smooth, roll into a ball and store in a warm place for 1 hour.

For the filling, cut the bell peppers, potatoes and onions into small cubes. Grate the carrots, finely chop the ginger and garlic. Fry vegetables for a couple of minutes, cover with water and simmer until soft.
